I am pleased as Chair of the Nominating Committee to present
the following slate of candidates for ALAO officers and board
members. The order of the candidates on the ballot was determined

The candidates' statements were mailed with the ballots,
which were mailed first class to all current members during
the week of February 20. Ballots were also sent to 1999 members
who had not yet renewed for 2000, with special instructions
for renewing their membership. You must be a member of ALAO
to participate in the election. Separate envelopes were included
in the mailing to ensure anonymity.
Ballots must be postmarked by March 20 to be considered in
election tabulation. Election results will be announced at
the April meeting of the ALAO Board and in the June ALAO Newsletter
and posted on our web site.
Please join me in thanking these candidates for making the
decision to run and help shape the future of ALAO. Make your
voice heard by returning your ballot and supporting the candidates
of your choice. You do make a difference!

PRESIDENT'S REPORT
Jerome Conley, President, Miami University
In previous columns, I have attempted to provide summaries
of ALAO Board meetings. I have shared the accomplishment of
our organization over the past twenty-five years, and highlighted
the goals/objectives established by the Board for the 1999/2000
year. In this column, I would like to highlight a variety
of activities that are available. Some of these issues are
covered more fully elsewhere in this issue of the newsletter.
· Continuing Education Opportunities
Providing continuing education opportunities has been a major
foundation of ALAO since its inception. During the past 25
years, ALAO has sponsored countless workshops and programs
covering issues of importance to the membership. This year,
ALAO will serve as a co-sponsor of the Library Leadership
program September 11-15, 2000, in Millersburg, Ohio. Library
Leaderships purpose is to provide leadership training to library
staff members with 2-10 years experience. Participants will
have opportunities to interact with a select group of library
leaders; gain knowledge and skills needed for effective leadership
in a rapidly changing environment; and assess the library/political
situation in Ohio and determine their role. Please contact

ALAO, OhioLINK and the Kent State University Library are
co-sponsoring the Information Literacy Immersion Program.
ALAO Vice-president Carolyn Radcliff and Bibliographic Instruction
Interest Group Co-Chairwomen, Betsy Blankenship and Elizabeth
Burns have worked very hard to organize this event. I thank
them and the entire committee for their hard work.
· Call for Membership Liaisons
During my tenure as membership chairman in 1996-97, I had
the opportunity to learn more about the 100 institutions represented
in ALAO via the library liaisons at each institution. The
liaisons serve as ALAO ambassadors on their respective campuses.
The purpose of the liaisons is to help the membership have
a positive ALAO experience. They verify membership, answer
questions about the organization and recruit new members or
officers. Membership Chair, Lisa Santucci, is seeking to update
the list of liaisons; please contact her if would like to
become a liaison.
· Government Relations Teamwork!
You may have noticed more comprehensive coverage of legislation
in recent newsletters. The Government Relations Team consisting
of Pat Walker, Connie Salyers-Stoner and Susan Collins have
done a remarkable job of keeping us informed of pending legislation
that impacts the library profession. Each year, we are faced
with new challenges. The team has been excelled at their part
in contacting representatives and voicing their concerns!
Unfortunately, we are losing a very important member of the
team. Connie has resigned her position on the Board to pursue
other professional opportunities. I would like to thank Connie
for ten wonderful years of service to ALAO. We wish her well
in all her future endeavors.

ACRL CHAPTERS COUNCIL
REPORT
ALA Midwinter Meeting
San Antonio, January, 2000

Lynn King, Chair of the ACRL Chapters Council, welcomed chapter
representatives to San Antonio and presided over the following
announcements and reports:
Excellence in Academic Libraries Award
Current ACRL President, Larry Hardesty, initiated this new
award program to honor significant achievements by academic
librarians and library staff in supporting the mission of
their institutions. Supported by Blackwell Books and Blackwell
Information Services, the Excellence Awards will recognize
libraries in three different categories: community college,
college, and university. The selection committee is working
now and the awards will be presented later this year.
Tenth National ACRL Conference
ACRL President-Elect Betsy Wilson announced that the call
for proposals is now out for presentations at the next national
conference, to be held March 15-18, 2001, in Denver, Colorado.
Wilson urged chapters to consider showcasing chapter programs
at a poster session for this conference. The deadline for
proposals for papers, panels and workshops is May 1, 2000,
and poster session proposals are due October 16, 2000. Conference
theme tracks include advocacy, collections, leadership and
management, information literacy, distance/distributed education,
collaboration and partnerships, and services for users.
Legislative Advocacy Preconference
Betsy Wilson also announced that the ACRL Board was a approving
a stipend of $300 for each chapter to assist at least one
member from every chapter in attending "Key Roles for Academic
Librarians." Scheduled for Chicago on July 7, 2000, 1:00-5:00
p.m. the preconference program will help librarians develop
their advocacy skills and their understanding of issues at
the local, state, and federal levels.
ACRL Legislative Network
Pat Walker, Coordinator of the ACRL Legislative Network,
reported that all 42 chapters have a current representative
to the Network. Network members expect to be very active during
the coming months when database protection bills come before
the House of Representatives. Walker reminded chapter leaders
to support attendance at ALA's National Legislative Day, May
1-2, 2000. Again this year, ACRL will treat academic librarians
to a luncheon with speaker on briefing day. Chapters near
Washington were challenged to match the Delaware Chapter's
effort to take a whole busload of academic librarians to Legislative
Day!
Chapter Topics
Heather Ward, editor of the Council's newsletter, Chapter
Topics, announced that the newsletter will become an online
publication only, effective with the Spring 2000 issue. Chapter
leaders will receive e-mail notification when a new issue
is available, and Ward asked that they in turn notify their
chapters' members. A new Web address for Chapter Topics is
forthcoming.
Council Business
Lynne King reminded attendees that new officers will be elected
at the July meeting and encouraged those interested in serving
as chair-elect or secretary to let her know. The balance of
the meeting was a brainstorming session to develop the content
and distribution of a brochure about Chapters Council to raise
awareness of the organization among chapter leaders. All attendees
were invited to attend the ACRL Presidential Candidates Forum
immediately following the Chapters Council meeting.
ACRL Presidential Candidates Forum
The ACRL Presidential Candidates Forum is an annual event
sponsored by Chapters Council in order that ACRL members can
hear the candidates' views before casting their votes in the
spring election. This year's event drew a record crowd who
enjoyed an excellent luncheon provided by EBSCO and listened
to the two candidates for President-Elect: Ray English, Director
of Libraries at Oberlin College, and Mary Reichel, University
Librarian at Appalachian State University. Both candidates,
citing their significant involvement in ACRL leadership, responded
to prepared questions with their views about the critical
issues facing academic librarians and the association.

LEGISLATIVE
UPDATE
Susan Kay Collins, Government Relations Team
Ohio Univ. Lancaster Regional
· Database Protection: H.R. 354 vs. H.R. 1858
The battle is on again over an issue near and dear to the
hearts of academic librarians--database protection. Rep. Howard
Coble's (R-NC) problematic database bill, H.R. 354, the Collections
of Information Antipiracy Act (which ALA opposes), is one
of the top legislative priorities for the House Judiciary
Committee this session. Last session, with the help of strong
library advocates, we were able to successfully stop a vote
on H.R. 354.
H.R. 1858, sponsored by Rep. Thomas Bliley (R-VA), is supported
by virtually every major national library and education association,
the research and scientific community and many high-technology
industry groups. All librarians are urged to contact their
Representatives and ask them to support H.R. 1858 and to defeat
H.R. 354.

· ALAO Statehouse Connect Day
The ALAO Government Relations Team and ACRL are sponsoring
the "ALAO Statehouse Connect Day" on Thursday, April 6, 2000
at the Ohio Board of Regents. This opportunity is open to
any ALAO member but especially ALAO Legislative Advocate Network
members and ALAO Executive Board members. Funded by a grant
from ACRL, this initiative is free to participants. The day's
agenda includes speakers Lynn Bradley from the ALA Washington
Office who will share advocacy tips and give a legislative
update on current issues of interest to academic libraries
and Tom Sanville, Executive Director of OhioLINK, who will
give an update on OhioLINK.
Participants will be visiting their General Assembly representatives
during the day, primarily thanking them for OhioLINK funding
and informing them of the importance of OhioLINK to academic

Carolyn Radcliff wins Legislative
Advocate Travel Award

Ohio Univ. Lancaster Regional
The ALAO Government Relations Team announces that Carolyn
Radcliff, ALAO Vice President/President Elect and Reference
Librarian at Kent State University's Libraries and Media Services,
is this year's recipient of the ALAO Legislative Advocate
Travel Award. This $500 travel award is to be used to participate
in ALA's Legislative Day in Washington, D.C., May 1-2, 2000.
ALAO Legislative Team member Pat Walker will also participate.
The ALAO Executive Board created this award to increase the
number of academic librarians attending legislative Day from
Ohio, to reward current involvement of ALAO Legislative Advocate
Network members and to promote future interest in legislative
matters.
Radcliff is an active member of the ALAO Legislative Advocate
Network and also participated in the ACRL Preconference, "Legislative
Advocacy for Academic Librarians: From Ivory Towers to Halls
of Power," with a visit to Capitol Hill. Both Radcliff and
Walker will attend legislative updates sponsored by the ALA
Washington office, as well as visiting with their legislators
to advocate for academic library issues. Congratulations,
Carolyn!
The ALAO Legislative Advocate Network is a grass-roots effort
in which member contact legislators as private citizens, primarily
in response to legislative alerts from ALA and ACRL. If you

The ALAO Executive Board wishes to recognize with thanks
the long service of Connie Salyers-Stoner, Shawnee State
University. After many years of successful legislative
advocacy work, she has resigned from the ALAO Government Relations
Team. She will be missed.

stands at 336 members through 2000 and there are currently
303 expired memberships. Please take the time to renew your
